Is there such a thing as a "direct" inject of a chemo agent into the breast tissue where cancer was detected?

Is there such a thing as a "direct" inject of a chemo agent into the breast tissue where cancer was detected? I know of the IV chemo but not the direct injection if there is such a thing. My cousin "claims" to have had this and has demonstrated no adverse affects… not even site inflammation.

    Chemoembolization is the procedure where the chemo drugs are injected into the affected organ. This is used for liver cancer, I don’t think it has been tried for breast cancer yet. Maybe it was an experimental trial.
